Shy

Personality: It's not that Shy is anti social, it's just that he wants to spend 98% of his time with his best friend.
And his best friend is his Computer.

Shy seems very indifferent to other human beings, he can and will talk to them, but generally preferred to be alone with Computer. He is very quiet around people, slightly uneasy, and tends to place himself next to a wall in a conversation. He has a difficult time with verbal communication, sometimes skipping over portions of a sentence or thought, most likely due to the fact that his mutation allows him to communicate to machines directly through his brain, without the use of words. He sometimes IMs people for conversations, in which something interesting appears. He does not use a keyboard, and as such he never makes typeo's, but he does often misspell words, as his education is somewhat lacking and he is too embarrassed or simply too lazy to ask Computer to spellcheck for him.

That said, Computer is quite social and helpful in ways that Shy is not. Shy is often talked into helping people or doing tasks through the urgings of Computer, but when that fails, chocolate or tea serves as a good bribe to get Shy to help. While Shy is not much of one for conversation, Computer loves to talk to people, either through words on a screen, or through one of the computer generated voices equipped on the ancient PC. If given a suitable challenge, Shy and Computer are an unstoppable team. Shy particularly has a great deal of pride, and considers a failed task utterly unacceptable. Shy also has a sense of loyalty, though he really only shows it by doing tasks more quickly for those he likes.

Oh, and don't abuse electronics around him. He gets angry.

Powers: Shy can emit electricity through his fingertips and uses this to communicate directly with computers and other electronics. He can read the electricity moving through devices and can understand what the item is doing, even if he does not consciously understand the process. Coined a “technology mutant” by some, Shy's understanding of these electronics comes not from an understanding of complex electrical systems, coding or wiring, but simply from communicating with the device. Shy cannot code a program, wire a car, build a computer or even modify most electronic devices physically, he has no knowledge of these things and no desire to learn them, all of this is done subconsciously through his mutant ability.

In simple terms, Shy can talk to any electronic device directly by touching it. However that phrasing brings up something far more complex. While Shy can understand and directly interact with computers, he quite literally talks to them, carries on conversations, tells jokes, and his mind assigns them personalities. However, nothing in any study of Shy's powers shows that he actually can animate a device to the point of it having a personality or free thought.

Shy's brain subconsciously translates the electronic pulses into something Shy can understand, then changes Shy's thoughts into pulses which electronic devices can understand. This has resulted in a kind of split personality, where Shy imagines that the electronics he uses have personalities, minds and wills of their own, and treats them as such. Shy is, quite literally, insane in this respect.

He has the ability to easily communicate with any electronic device, provided he can touch the circuits or touch some kind of conductor to connect him to the circuits. He prefers direct contact to chips over the use of a conductor as he says it feels more 'intimate.' He can 'convince' electronics to carry out programs or functions which already exist, and has recently discovered that through trial and error he can combine bits and pieces of existing programs and 'Frankenstein' new ones which suit his liking. This is a slow process due to his needing to 'discuss' what each bit of code does with his computer and then trial-and-error combine different bits of pre-written code.

He can use electronics which have wireless capabilities and wirelessly access other electronics and computers and control these if he desires, however he cannot access the Internet or any wireless network without the use of an enabled device. He also cannot manipulate an electronic without touching it in a way which gives him some kind of access its circuits. Meaning... he can touch a TV and turn it on. He cannot sit on the other side of the room and turn the TV on without touching it or a remote. He can get a remote and turn the TV on just by touching the batteries. He can use a cellphone to access another cellphone and make a call from that second cellphone. He cannot wirelessly access the cellphone if it is turned off or if he does not have a cellphone/computer to start with. He also cannot physically manipulate electronic objects unless they were previously programmed and enabled to do this. He can tell a surveillance camera to rotate provided it is built to be able to so, that it is not a fixed model. He can manipulate what is shown on a monitor, but not make it face another direction.

Shy can also project volts of electricity form his fingertips at a person or object, though his range is limited to roughly four feet or less. He cannot generate enough power to kill, but his most powerful bolts can stun or knock an average sized human unconscious. He rarely uses this aspect of his power, as it leaves him weakened, since he must use energy from his own body to generate the electricity. Shy requires a few minutes to be able to generate more energy to produce multiple mid-range bolts, and if he were to expend his highest voltage attack, will live up to two days in a weakened state before he is able to fully recover.

Shy is withdrawn, aloof and distant, and he is easily distracted and very forgetful. This serves to make his powers less useful than they would seem on the surface. His powers would make him excel at surveillance, but his attention span is often short and he is likely to forget to watch over his comrades and start telling jokes to his computer. While he can diagnose almost any electronic problem, his relaying of the information is not always the most helpful, unless you are able to make sense of phrases such as: “The place by spot that make the blue crackles isn't getting enough jolt.”

His mutation requires him to sleep little, but he does not so much sleep as he passes out after several days without it. He eats very little, often needing IV drips and other forms of nutrients in order to remain healthy and functional, though he has a very strong sweet tooth, and he rarely moves. He is frail in body and not highly educated, yet seems perfectly content to remain in the bubble of a world he has formed around himself, occasionally hunting for a 'truth' he seems to seek.
History: Who Shy was before the Flare seems to be unknown to anyone save Shy and Computer, and neither of them seem willing to talk about that. What is clear is that Perfect Soldier became aware of a very young and very powerful technopath not long ago and 'acquired' Shy for their program. If asked if they were experiments or used to help run the program, Shy simply chooses not to answer. Add to the fact that Shy lies quite a lot about his personal information. He has claimed to be from Japan, Georgia, New York, California and Delaware. No one is quite sure why Delaware is on that list. If bothered long enough about his real name, he will give one, but it is different each time. His favorites seem to include Scott, Sean, Shawn, Salem, Simon, Sasha and Shyanne.

One clear marker about his past is a metal bracelet on his left wrist which has an identification number stamped into it, presumably from Perfect Soldier, but he will neither confirm nor deny this. The bracelet is forged solid and too small for it to be slipped over his wrist, so he cannot remove it. If it is suggested the bracket be cut off, Shy tends to fly into a panic, insisting this cannot be done because "they will know." While some believe that his being either experimented on by or forced to aid Perfect Soldier is enough to explain his paranoia, not everyone thinks this is enough. Logic states that he must have been at least a little odd before Perfect Soldier got him. After all, the kid talks to computers.
